Yes, this is the way to do it. My /etc/defult/brltty file looks like
this
# Set RUN_BRLTTY=yes to start brltty at boot time. You may need to
# configure it in /etc/brltty.conf.
RUN_BRLTTY=yes
Once you've may this change you should never need to start brltty by
hand.
