Can you please expand on this?  Is this an application problem (i.e.,
the application developer specifically made the choice to use GUI
features to reposition labels)?

I need more context.  :-(  Which bug/rfe is this?  I searched the
summaries of the open bugs/rfe list for Orca and couldn't find a
relevant entry.
