I just downloaded Gtk2::Ex::MindMapView via CPAN as follows:

perl -MCPAN -e shell

... answer several questions ...

force install Gtk2::Ex::MindMapView

quit


and the mindmap seems to work OK. So as far as I can tell the download 
of the mindmap from CPAN is working.
