---Can I remove the focus

I am creating a window having 2 entries. I need to have 2 cases as below:

1. both of them will not accept the user's input.
   no focus moving when pressing arrow keys

2. only one of them accept user input.
   the focus still holding the one which accepting user input even after
moving arrow keys.
