IIRC some maintainers were also uncomfortable about how to divide up the
bounty when the solution turned out to be a cherry pick from multiple
contributors' code. (Especially if the maintainer then had to do
significant work to tie the bits together-- shouldn't they then get to
keep a bit of the money?!)
