I now have successfully reproduced this. It depends on the meeting
having been sent of the Outlook Web Application. In this situation a
second meeting is created with the same numerical time, but with a UTC
offset instead of the ACDT offset that should be there (though why a
second meeting is being created is worrying anyway).
