No.
I assume if I apply the above patch and repackage my Evolution .deb
file, it should then work.  Is that true?

This does not happen.  It 'merely' performs a PROPFIND for each search.

No, that is incorrect.  WebDAV, properly implemented, is VERY efficient.
OK - perhaps it is because it did not successfully get the list the
first time that it attempts a full download each time.
