python bindings for libevview

Hi,

Carlos is looking into the best way to expose EvView in a library for
applications that wish to embed it.

Sugar has already python bindings for most/all of those classes and we
are wondering now where would make most sense to have that code. You
can get an idea of the files added by looking at the patch here:

What's the opinion of the Evince maintainers? Would you be ok with
that code living inside the evince module or would you prefer that the
Sugar developers maintain a separate module?
