That would be a bug, and noone else seems to be able to reproduce in a
recent enough version of Banshee. So yes, what you expect here (Play
Queue having precedence over any other source) is how it works for most.
If, for you, it does not, please try a newer version if available and if
it's still not the case, file a bug [1].

I can't find the bug that you've filed a feature request in about that
