[patch/gnupg] migrate balsa 2.0 to gpgme 0.4.3

I uploaded a patch to bugzilla (as it's huge!) to move balsa 2.0 (the cvs  
revision balsa-2-0) to the latest gpgme version 0.4.3 released about a  
week ago. I hope it will simplify the work of packagers as the number of  
appps still using the old gpgme release (0.3.15) gets smaller and samller.  
Please note, however, that there were major changes between gpgme 0.4.0  
and 0.4.1, and some smaller ones between 0.4.2 and 0.4.3. This means that  
you *must* have gpgme 0.4.3, which may not (yet) be compatible with other  
apps like seahorse.
