[Tracker] Tracker Preferences UI redesigned for GtkBuilder

Hi all,

Philip and I discussed the preferences UI and how it will need some love 
before we release 0.7. I have come up with a GtkBuilder file (generated 
from glade-3) as a start.

I am including it here for review if anyone has any comments to add.

NOTE: I did think about including some of the other config options for 
the FTS module, etc but I don't think the user is really that interested 
in some of those.
