Hi,

Largest patch I've done, yet; me hopes it's good:

The EnableDebugLogging in tracker.cfg was ignored (regression) which I
made operational under a different name, Verbosity, and then made
available the three verbosity levels (0-2) so the user is able to add
these on that config file and not just on command line.

I also removed the unnecessary checks for tracker->verbosity since
these checks are  also done in output_log as passed from tracker_log,
tracker_info, and tracker_debug.

There's some spelling corrections too, and then some small
improvements to the display of some of the logged data so that it
looks right on anywhere and not just on the terminal.
