I would say the final release too.

formulation?

I think this might be best left up to the engagement and release teams…

3. It has been brought to my attention that GNOME.Asia is typically
held after the March release. Any ideas for how to deal with that?

The location is always known well before March, but I'd just start
using the code name as soon as it becomes available.

I'll be away for a while, so feel free to resolve these questions in
my absence. ;)
