Well, if you don't have speech, it would be pretty much impossible to
find it in the menus.  The best way to manually start Orca would be to
press the alt+F2 key which opens the run dialog.  Then type 'orca'
without the tick marks and press enter.  Orca should start up
momentarily and you should hear the fact.  If you type that command
and nothing happens, then you may need sighted help to see if you
really got to the run dialog or if orca is throwing some kind of error
or if by some chance your sound card isn't working right.  I'm
assuming you have speech from a speakup console with software speech.
If you don't have that then see if the "Eyes" can help you out.

No speech is a big drag for sure.
