I would expect that it works, when either there is no PIN on the SIM card or when the PIN is in the system configuration. If nm-applet is running it should also ask for the PIN, but nm-applet has unfortunately two PIN dialogs, the one that will be used here is not able to ask for a PUK in case the PIN is locked, neither will it save the PIN with the SIM card identifier, but it will save the PIN in system connection information.

 

So it is a good workaround for many cases, but from my point of view also not the real solution.

There is a script here that solves both the enabling and reconnection of the modem:

And since it only uses nmcli it seems like this is possible to solve without any modification of the applet or the api? Or does it not work if the modem requires a PIN?
