[?] hotkeys and GTK1.2

Hi

I want to program a configurable Hotkey (e.g Ctrl + t) . If this
HotkeyCombination is pressed a new window should pop up. It should work
upon all windows.
 
Who is able to point me to the right direction?
And: Where is the right direction? :-)
