Sorry, I thought my message was clear. “It” in the case of my message to which you’re responding is the pds 
plugin. Once the pds plugin was in the right place:
rickkline/Library/Application Support/GIMP/2.10/plug-ins

and I try to restart GIMP 2.10.8, the GIMP load stops when GIMP tries to load the pds plugin because "“pds” 
cannot be opened because the developer cannot be verified."

Options are “Move to Trash” or “Cancel” in the dialog box that pops up informing me that GIMP can’t open the 
pds plugin. I choose “Cancel” in the dialog box that pops up informing me that GIMP can’t open the pds plugin 
and GIMP finishies loading normally.

To me the pause in GIMP loading appears to be the fault of sensitivity to unknown file authors on the part of 
OS X.

So I doubt the plugin will work even if I change the name back to 1p157746813eff40b8p2363l3m1.img, .img being 
a NASA/Planetary Data System (PDS) uncompressed file format. Although I’m certainly willing to try opening 
the file as a .img file from within GIMP.

I was able to File/Open 1p157746813eff40b8p2363l3m1.img by changing the name to 
1p157746813eff40b8p2363l3m1.data, then filling in the Height=1024, Width=1024, Image type=Gray unsigned  16 
bit Little Endian.

What I’m ultimately hoping to accomplish is to install a GIMP plugin for PDS images so that I can open them 
without the necessity of changing the file type from .img to ,data (or anything else).

Hope that clears things up. Let me know if anything else is unclear.

click and when and where?

occurrence there?

GIMP plugins are meant to be opened from within GIMP. You may need to
run GIMP and use file->open on the file, since pds files won't have
been associated with GIMP during the GIMP install.

But i'm guessing you are double-clicking on a PDS file in the Mac file
chooser and expecting it to open GIMP.
