[Gimp-user] can't resize vertical dimension of gimp

You do not give your OS, in this case does not make much difference but this
demo on setting Gimp up after installation.

Then it depends on display, Gimp 2.8.x does really need XGA (width x 768pix) as
a minimum, not usually a problem these days.

My guess, If you are in single window mode, increase the width of the docks and
dialogues, as attached screenshot. There are hotspots when you hover the mouse
pointer over the edges. Not too easy to see initially. Increase the width(s) and
the overall window can be resized.

If short on screen area, you can take little used tool icons out of the tool
box, helps reduce the overall height. - look in Edit -> Preferences -> Toolbox.
They are all still accessible via menus.
