In the lower right hand corner of the front page Partha does a good job
explaining how he builds GIMP.  I haven't tried building it myself but if I
had the desire to have 32-bit GIMP I think it would be worth a shot.

Yes, at www.partha.com you find Windows builds that are
even a bit newer (version 2.9.3).

Sorry, I meant 32bit Windows. http://partha.com hosts only 64bit binaries.
