Looks like a Microsoft registry problem to me.  You might try searching
for GIMP in the registry editor and deleting all entries, or use an
automatic registry cleaner that will do the same for all "orphaned"
registry entries for programs that are no longer installed.

The Wise registry cleaner has a very good track record, backs up
everything before changing anything.  It will probably also speed up all
operations on the machine - progressive registry corruption makes a
computer appear to be "wearing out."
