GIMP is a desktop software, not a web software. So it usually means you have to download and install it from here: https://www.gimp.org/downloads/

There is a web backend in our toolkit, but I think it's still very much experimental and I don't think (or haven't heard of) anyone got really far with making GIMP into any kind of web service (which all it would imply security-wise as well).

Last but not least: this mailing list is to discuss user interface and features. While your topic could have been on-topic if started differently, it looks like you are more just asking for a user question. If so, the next time, write on the GIMP User mailing list, not this one.
