it seems that the firewall of the ISP block SIP ports, i tried to change the listen port of ekiga, but it gives the same resaults.
can we change the port of the SIP server ?!!

I would think your router is the culprit. Make sure it does not natively
supports SIP, in which case it could be buggy.
