    locations: Rename Car Nicobar airport ICAO
    
    https://en.wikipedia.org/wiki/Nicobar_Islands#Transportation mentions
    the ICAO VECX for the airbase, even if the Wikipedia page still mentions
    the name VOCX:
    https://en.wikipedia.org/wiki/Car_Nicobar_Air_Force_Base
    
    Seeing as the METAR database has VECX and not VOCX, change it.
