Yes, installing the compiled program in /usr/local instead of /usr make 
more difficult to break your system by overwriting important things. 
This is only a default configuration, you can installed compiled program 
is /usr if you really want.

I think yes but I'm not sure you have all information in the source tree 
to create a rpm.
