What I would do next is strace the invocation and find all the xslt files that were opened in case there are some you weren't aware of.

Thanks for the suggestion.  I grep'd all of our xsl files for the word terminate and did not find any occurrences.  Could there be another cause, or do you think I missed something?

It means that the xslt file had a message directive with attribute terminate="yes"

Search for the message you saw in the xslt file.
