[xslt] Release of libxslt-1.1.27

  I just realized that 1.1.26 had been released nearly 3 years ago,
i should really have updated earlier !!! At least it's here now :)

This is mostly a bugfix release though there is a number of
improvements too. But not really any big feature:

Portability:
- xincludestyle wasn't protected with LIBXML_XINCLUDE_ENABLED (Michael Bonfils)
