[xslt] [PATCH] flexible trace debugging

The attached patch allows controlling the debugging messages sent through
xsltGenericDebug() at the xsltTransformContext level and also permits
filtering the type of messages generated.  Some messages are generated
where a transform context isn't available, such as parsing a stylesheet, so
they slip through the cracks.

There are probably a few more places that could use this but this covers
the majority of debug trace messages.
