[xslt] release of libxslt-1.0.22

   The new release is available from:

     and the Gnome FTP mirrors
     http://xmlsoft.org/XSLT/

Some more signiciant changes than just bugfixes:
- Updates on the Windows Makefiles
- Added a security module, and a related set of new options to xsltproc
- Allowed per transformation error handler.
- Fixed a few bugs: node() semantic, URI escaping, media-type, attribute lists
