[xslt] Release of libxslt-1.0.14

  Mostly to sync with libxml2 release, and propagate the changes
needed for the Windows maintainers:
       ftp://xmlsoft.org/ and Gnome FTP mirrors
       http://xmlsoft.org/XSLT/

The main improvement is actually part of libxml2-2.4.18 XPath release,
I really suggest to upgrade the libxml2 version too:
 * Improvement in the XPath engine (libxml2-2.4.18)
 * Nasty bug fix related to exslt:node-set
 * Fixed the python Makefiles, cleanup of doc comments,
   Windows portability fixes
