[xslt] Release of lixslt-1.0.19

  Like for the libxml2 release, there was a number of fixes in CVS which
neeeded to be pushed through:

   Downloads: ftp://xmlsoft.org/ and Gnome FTP mirrors
   Web:      http://xmlsoft.org/XSLT/

  Again this is mostly a bug fix release:

- EXSLT: dynamic functions and date support bug fixes (Mark Vakoc)
- xsl:number fix: Richard Jinks
- xsl:format-numbers fix: Ken Neighbors
- document('') fix: bug pointed by Eric van der Vlist
- xsl:message with terminate="yes" fixes: William Brack
- xsl:sort order support added: Ken Neighbors
- a few other bug fixes, some of them requiring the latest version of libxml2
