[xslt] Release of libxslt-1.0.12

  Yep another release hit:

This is a cleanup and maintainance release:
  - serious revamp of the Python bindings
  - Fix all remaining known bugs except the problem of the namespace nodes
    having no parents
  - fix of the Makefiles especially the python part
