[xml] precisionDecimal support

Hello libxml2 community,

Would be open in accepting a contribution from Bloomberg that will add support for precisionDecimal in libxml2?
Our finance teams are currently asking for this new feature, but we cannot provide it yet. This is mainly because we use libxml2 for parsing/validating xml which currently does not support precisionDecimal.

Is this something that you would be interested in?
