[xml] libxml2 for OS/400

Hi list,
    I've ported libxml2 to OS/400, the EBCDIC database original OS of
the IBM AS/400 aka iSeries.

Please find a big (compressed) patch to libxml2 git. Few updates to
existing files, but a big amount of OS/400-specific files: ILE/RPG
language binding is also provided.
