[xml] SAX1 and deprecated functions

The SAX1 module is clearly marked as deprecated in the documentation.
However, there are some functions in the parser module such as
xmlParseFile() that are inside #ifdef LIBXML_SAX1_ENABLED. Are these
meant to be deprecated as well?
