[xml] Compiling iconv_a.lib for win32

Hello,

I am a student and I was trying to compile iconv_a.lib (1.9.2) for windows from the source. I am using the Visual Studio shell and using nmake -f Makefile.msvc NO_NLS =1. However iconv_a.lib is not getting generated anywhere. Can someone please let me know the steps to build that?
