[xml] Release of libxml2-2.6.24

Last release was 3 months ago, and I will be in vacations most of May so
a release was in order ! Available as usual on xmlsoft.org and GNOME FTP
servers. This is mostly bugfixes:
* Portability fixes:
- configure on Windows
- testapi compile on windows (Kasimier Buchcik
- venkat naidu)
- Borland C++ 6 compile (Eric Zurcher)
- HP-UX compiler workaround (Rick Jones)
- xml2-config bugfix
- gcc-4.1 cleanups
