and the XSLT-1.0 standard has a section on how to check for the availsbility
of potential extensions dynamically:

I think you have everything needed.

"fn:string-to-codepoints" is a XQuery 1.0 / XPath 2.0 function [1].
XQuery and XPath 2.0 are not implemented in Libxml2.
