  you may be missing the compilation of some C modules which were
added since the last time someone provided an updated Makefile for VMS.
Double checking the missing symbols from the C files, adding said C
fiels to the VMS MAkefile, and repeating until compilation works sounds
the right way. Then send us the updated Makefile for VMS.
