[xml] SAX + Namespaces

When I use the SAX interface, libxml2 ignores namespace definitions and
throws events like startElement('ns1:foo', {'xmlns:ns1' : 'bar'})

Is this expected? Is there a way to turn on namespace awareness in the SAX 
interface?
