[xml] Mailing list admin info

  Due to a pervasive virus, and the lack of a proper way to block it
automatically on gnome.org mailing-lists, I have had to switch the
mailing lists to approval only more. This sucks, but it's the only way
I have currently to block the "Hi" virus when it faks addresses from
subscribers (I don't have admin rights on the box hosting the list
otherwise I would have fixed this myself long ago). Sorry about it,
you will experience delays in the list until I get a solution...
