This is nice, but I suspect there are still enough TeXies around,
who would vote for TeX pseudo character set.
Anyway, you should move your evangelism to the IETF
for standardization and to the GNU libc and libiconv projects
for implementation.
Only charsets which are easy to implement and very widely used
tend to go into libxml itself.
