My apologies - Guilty as charged.
However, I still can't get at the change in question. The mailing list
archive contains a message that included a patch, but the archive itself
doesn't include the patch

Doh! I'm obviously not drinking enough coffee ;)
I tried doing a CVS checkout, but that didn't seem to get the very
latest version with that change in it. The command I used was:
cvs -z3 -d :pserver:anonymous anoncvs gnome org:/cvs/gnome co libxml2
Is that the correct address?
yes but changes may take a little while for propagating to anonymous
so why doesn't the CVS checkout pick it up?
because the anonymous cvs is on mirrors and propagation takes time,
Ah, right. Excuse my impatience.
I've got the patch from the above link now and it does indeed fix the
Windows build problems.
Now all I need is to get the Perl XML::LibXML interface changed to build
with 2.6.0 and to support the new --nsclean option...
