Okay this is a release with a lot of changes:

Basically this is the first release with the RelaxNG validation code.
Schemas support is also configured in by default now. All this code
is still of alpha quality, but it's there for testing. The W3C Schemas
type library misses a number of types and implementations, the W3C
Structure code is very weak I didn't changed it, and the RelaxNG
should be mostly complete but getting it to stanilize should be doable
in a reasonable amount of time, feedback welcome !
This release also includes a number of fixes and some API improvements:
* First implementation of RelaxNG, added --relaxng flag to xmllint
* Schemas support now compiled in by default.
* Bug fixes: DTD validation, namespace checking, XInclude and entities,
delegateURI in XML Catalogs, HTML parser, XML reader (Stéphane Bidoul),
XPath parser and evaluation, UTF8ToUTF8 serialization, XML reader memory
consumption, HTML parser, HTML serialization in the presence of namespaces
* added an HTML API to check elements and attributes.
* Documentation improvement, PDF for the tutorial (John Fleck), doc
patches (Stefan Kost)
* Portability fixes: NetBSD (Julio Merino), Windows (Igor Zlatkovic)
* Added python bindings for XPointer, contextual error reporting

* URI/file escaping problems (Stefano Zacchiroli)
