Sorry,
This now (with 2.5.10) functional!
Only the little-endian and big-endian with no byte order mark (3C003F00 and
003C003F) are not recognized ... but no byte order mark should be considered
as an error.

Following, the results of my tests of xmlTextReader API with version 
2.5.8 of libxml2 in order to parse UTF-16 encoding xml :

  Very first thing to do is retry with 2.5.10, there have been some changes
in that area in the last 2 release ! Then use xmllint --stream to try to
reproduce the problem, if reproducible send the XML input and the command
used. Then if this still work but some sample code can show the problem then
provide back the XML input and the code.
