Is this already possible? Otherwise perhaps the following would make sense:
(the name of the option is not relevant here)

This would work on any system having a catalog which includes the
corresponding DTD, the location of the DTD file doesn't matter.
Use the canonical URL instead of a path in your filesystem for the
DTD this will work with the dtdvalid option assuming your catalogs
are properly constructed to remap the canonical URL to your local
installation path.
