[xml] gtkdoc-mkdb can't find libxml-decl.txt

Hello,

Building from CVS (I'm maintaining tinderbox) I get the following:

gmake[1]: Entering directory `/home/tinder/gnome2-snap/libxml2/cvs/gnome-xml/docÂ
gtkdoc-mkdb --module=libxml --source-dir=..
CanÂt open ./libxml-decl.txt at /usr/bin/gtkdoc-mkdb line 2270.
gmake[1]: *** [sgml] Error 2

Note that it's not parsedecl.py that is causing the error.  A full log

Let me know if there's anything I should be fixing on my end (ie, on the
build box).
