[xml] Release of libxml2-2.4.17

  Okay it's out now:
    ftp://xmlsoft.org/ and Gnome FTP mirrors
    http://xmlsoft.org/

It include a large amount of bug fixes, fixed/improved the Python wrappers,
added more examples and more regression tests, and of course adds the new
XML Canonalization support from Aleksey Sanin.
