Sorry to jump in the discussion, but there are indeed some complication.

For example, you need to be able to handle cyclic inclusion of schema
files, or including the same schema twice, or include components with
the same definitions.

Those are explicitly allowed.

I think it's OK as the first step to fail to handle these details, but
just FYI, there are those complications.
