[xml] libxml2-2.3.8 is released

  This include a number of bugfixes, a lot of portability checking,
some speed improvements and a new SGML DocBook parser front-end:

  - Integrated an SGML DocBook parser for the Gnome project 
  - Fixed a few things in the HTML parser 
  - Fixed some XPath bugs raised by XSLT use, tried to fix the floating
    point portability issue 
  - Speed improvement (8MB/s for SAX, 3MB/s for DOM, 1.5MB/s for DOM+validation
    using the XML REC as input and a 700MHz celeron). 
  - incorporated more Windows cleanup 
  - added xmlSaveFormatFile() 
  - fixed problems in copying nodes with entities references (gdome) 
  - removed some troubles surrounding the new validation module
