[xml] OT: looking for libxml2-devel in non rpm form

Sorry for the of topic post but I'm stuck.
I want to migrate an applications config file to XML format.  I looked at the
libxml site and it said I need the libxml2 source and the libxml2-devel source
to be able to compile/develop apps.  OK.  I downloaded the libxml2-2.4.0.tar.gz
file no problem but the only libxml2-devel-2.4.0 files I can find are RPM.

Where can I get copy of libxml2-devel in tar.gz format?  My linux distro doesn't
use RPM packages.
